POSITION: SENIOR HR & ADMIN OFFICER

LOCATION: Head Office

REPORTING TO: Chief Executive Officer (CEO)

EMPLOYMENT TYPE: Full-Time

POSITION SUMMARY

The Senior HR & Admin Officer is responsible for overseeing the Human Resources and Administrative functions of the Scheme. The role ensures effective talent acquisition, employee development, performance management, staff welfare, compliance, and efficient administrative operations that support the achievement of organizational objectives.

KEY RESPONSIBILITIES

• Lead recruitment, selection, onboarding, and employee orientation processes.

• Coordinate and manage performance management systems and employee development
initiatives.

• Design and implement training programmes focusing on healthcare ethics, compliance, leadership, and professional development.

• Manage employee relations, disciplinary procedures, grievance handling, and conflict resolution processes.

• Coordinate employee welfare programmes, benefits administration, and staff engagement initiatives.

• Oversee office administration, facilities management, procurement support, and front office operations.

• Ensure compliance with labour laws, data privacy regulations, occupational health and safety standards, and internal policies.

• Conduct employee engagement surveys and implement staff retention and engagement strategies.

• Maintain accurate personnel records, leave administration, and HR reporting systems.

• Perform any other duties assigned by the Chief Executive Officer.

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree in Human Resource Management, Business Administration, Public Administration, or related field.

• Professional certification such as CIPD, SHRM, CIHRM, or equivalent will be an added advantage.

• Minimum of five (5) years relevant experience in Human Resources and Administration, preferably within healthcare, insurance, or service-oriented organizations.

• Working knowledge of HR Information Systems and Microsoft Office applications.

KEY PERFORMANCE INDICATORS (KPIs)

• Maintain annual employee turnover below 10%.

• Achieve a minimum of 40 staff training hours per employee annually.

• Ensure 100% compliance with labour regulations and audit requirements.

• Maintain staff satisfaction and engagement scores above 75%.

• Ensure office cleanliness and ambience ratings above 95%.

• Maintain efficient front desk operations with prompt customer response times.

• Achieve an average recruitment turnaround time of less than 30 days.

• Ensure effective leave management and employee welfare administration.
